The Constitution and By-laws Committee of each local union is responsible for submitting original and/or amended by-laws provisions to the local union membership for discussion and approval. This Committee shall monitor the required local union by-laws amendment procedure to insure compliance with the current By-laws and Constitutional provisions.

Once the amended by-laws provision(s) has been approved by the local union membership, the Committee shall monitor the process to insure that the amendment is immediately submitted to the International Executive Board pursuant to Article 37, Section 3 of the Constitution.
